Constitution of the exhibition

Preamble

The International Children’s Exhibition of Fine Arts Lidice (hereinafter „ICEFA Lidice“) is a cultural act the purpose of which is to enable children from all over the world to express themselves through art, demonstrating their desire to live in a world without wars where there is room for realising children’s wishes.

The tradition of the exhibition has issued from the wish to commemorate the children from the Czech village of LIDICE who were murdered by German Nazis. Moreover, the exhibition serves as a commemoration of all children who died in wars.

ICEFA Lidice is organized by the allowance organization Lidice Memorial under the commission of the Ministry of Culture, with continuing active support of the Ministry of Foreign Affairs, the Ministry of Education, Youth and Sports and the Czech Commission for UNESCO.

The exhibition is held in the Lidice Gallery of the Lidice Memorial at Lidice.

The leading idea and the creative potential of ICEFA Lidice is the international competition of works of art by children from the Czech Republic and abroad. The motto of the international competition is set by the Lidice Memorial according to the recommendation of UNESCO, taking account of current international anniversaries or UN-supported events.

Every year, the exhibition resulting from the competition opens in June to commemorate the extermination of the village of Lidice.

I. International Children’s Exhibition of Fine Arts Lidice and International Competition

  1. ICEFA Lidice and the international competition (hereinafter „Competition“) is governed by the law of the Czech Republic.
  2. The invitation in Czech and in English to take part in the Competition is sent directly by the Lidice Memorial (hereinafter „Organizer“) to the possible participants in the Czech Republic. In co-operation with the Ministry of Foreign Affairs, foreign potential participants are addressed by means of diplomatic missions of the Czech Republic. Additionally, the invitation is published on the web site: http://www.lidice-memorial.cz and http://www.mzvcr.cz/kultura.
  3. The invitation comprises:

    • the motto of the Competition
    • age categories of participants
    • the address to which the works of art should be sent or handed over and the deadline
    • other requirements and instructions relating to the participation in the Competition
  4. The tangible substrata by means of which the works of art are expressed are deemed to be donations to the Czech Republic on their delivery and are not returned back. According to the act. no. 219/2000 Coll., on the Assets of the Czech Republic and their Representation in Legal Relations, as amended, and according to the institutional deed, the donation as property of the Czech Republic should be administered by the Organizer.

    The Organizer gathers the obtained works of art, keeping record of the date of its delivery and the number of works received.

    The works sent after the deadline will be included into the next edition.

  5. The approach to the moral rights to the works of art is governed by the act no. 121/2000 Coll., on Copyright, Rights Related to Copyright and on the Amendment of Certain Laws (Copyright Act), as amended.
  6. By submitting his/her work for the Competition the participant gives the right to the Organizer to use the work as follows:

    • within the promotion of ICEFA Lidice, to make electronic copies of the work and to communicate these copies in such a way that anybody can access it from any place in any time at his/her own discretion, particularly through a computer network or a network similar to that
    • to make material copies of the work and to disseminate these copies for charity purposes
    • to lend the work for other similar exhibitions
    • to alienate the original copy of the work
    • to communicate the work publicly by performing the work live or from a fixation and by transmitting the performance, broadcasting the work, retransmitting the broadcast of the work and performing the broadcast of the work
    • to use the work in the extent necessary for the promotion of ICEFA Lidice, namely in the invitation to participate, on posters, in catalogues and in invitation cards even for next editions of ICEFA Lidice

II. Participation in the Competition

  1. Children and young people at the age of four to sixteen may participate in the exhibition.
  2. The works submitted to the Competition must bear the name and surname of the author and his/her age, the name and address of the school including the country, and possibly his/her home address.
  3. Two- and three-dimensional works are accepted into the Competition, without limitation to the material used and the technique exploited.
  4. The works can be submitted by the participants, their legal guardians, schools and other children’s and youth organisations.

III. Evaluation of the works of art and prize awards

  1. The evaluation of the works of art is made by an expert panel of judges.
  2. The panel of judges is appointed and called by the Organizer.
  3. The Organizer appoints the judges from among the expert public in the Czech Republic and abroad to ensure impartiality of the panel of judges.
  4. The judges are appointed for a thee-year term. After the expiration of the period, the term can be renewed once.
  5. The membership in the panel of judges lapses by:

    • the expiration of the term
    • resignation
    • disengaging (The Organizer is entitled to disengage a judge)
    • death

    After the termination of membership the Organizer appoints another judge so that the Competition would not be affected.

  6. The panel has an odd number of judges; it elects its president before the evaluation is commenced. The panel of judges is quorate if more than half of its members are present. Voting is done by acclamation. Decisions are made by simple majority of votes. In case of a tie the president will cast the deciding vote. If the decision still has not been reached, two winners will be announced.
  7. The panel of judges decides the winners within individual categories which are created by the panel itself before the commencement of the Competition, according to the material used and the technique exploited. The panel of judges can sit in sections.
  8. Minutes are recorded for the sessions of the panel of judges, including the outcomes of voting, signed by the judges and the director of the Organizer.
  9. The works selected by the expert panel of judges are awarded a honourable mention and a diploma and the best of them gets the medal Rose of Lidice and a diploma.

    All winning works will be included into the exhibition in the Lidice Gallery.

  10. The prize awards to participants from the Czech Republic will be ensured by the Organizer, the prize awards to participants from abroad will be ensured by the Organizer in co-operation with the Ministry of Foreign Affairs of the Czech Republic through diplomatic missions of the Czech Republic.

    The Organizer will also ensure the invitation of the winners to take part in the next edition of the Competition.

IV. Promotion of ICEFA Lidice and the Competition

  1. The promotion is ensured by the Organizer.
  2. The promotion includes the invitation to participate, posters, the catalogue and invitation cards.
  3. Also mass media can be used in the promotion of the ICEFA Lidice.

V. Final Provisions

  1. This constitution can be modified and amended as needed. The responsibility for implementation of the modifications and amendments lies with the director of the Lidice Memorial.
  2. On the coming into effect of this ICEFA Lidice constitution the ICEFA Lidice constitution effective from 29 April 2003 shall be deemed to be dissolved.
  3. This constitution shall come into force as of 1 November 2006.
